Sprinkle strips of sirloin with garlic powder.
Heat the coconut oil in a large, safe nonstick skillet over medium high heat. Add the beef strips and cook until golden brown on all sides. Transfer to slow cooker.
In a small bowl, whisk arrowroot with hot water until dissolved. Pour into the slow cooker with meat. Stir in onion, red peppers, tomatoes, coconut aminos, beef broth, and salt.
Cover, and cook on High for 3 to 4 hours, or on Low for 6 to 8 hours.
