Preheat oven to 350 F. Grease a 9 x 13 casserole dish.
Cut cauliflower into florets and discard the core or reserve for another use.
Place a steamer basket over a pot of water and add the cauliflower. Steam cauliflower to crisp-tender. Set aside.
Add the ground beef to a large skillet over medium-high heat. Cook, stirring and breaking up the meat to cook through.
Add the salt and spices and stir to combine.
In a small bowl, whisk together the heavy cream, eggs and broth.
Layer the cauliflower and beef in the casserole dish. Pour egg-cream mixture over and top with shredded cheese.
Transfer to the overn and bake 35-40 minutes or until the center is set.
Let cool for 10 minutes, then serve.
