Preheat oven to 400 F. Grease a baking sheet.
Cut the top and the bottom of the beet off so it will sit flat on the baking sheet. Transfer to oven and bake 45 minutes or until tender. Remove from oven and allow to cool.
With the peel on, cut the top and the bottom off of the orange. Slice each orange into 4 slices, width-wise. After slicing, gently peel.
Slice the beets in the same manner and to the approximate same thickness.
Now, create stacks. Place one slice of beet, one ounce of goat cheese, one slice of orange, one slice of beet. Press firmly to secure stack. Using a sharp knife, cut each stack into quarters. Secure each stack with a toothpick, arrange on a plate and garnish with hazelnuts.
Serve.
