Place a steamer basket in a large pot. Fill with water just below the steamer.
Place cauliflower florets in steamer basket and bring to a simmer. Steak 4-5 minutes to crisp-tender.
In a small bowl, whisk together the mayo, relish, vinegar, dill, mustard and salt.
Add cooked cauliflower and chopped eggs to a large bowl. Pour dressing over and stir to coat.
Scoop "potato" salad into a serving bowl, sprinkle with paprika and fresh pepper and garnish with radishes.
